Developing a tracking system for Afghanistan

The internet-based tracking system provides an overview over the entire German portfolio of the rebuilding and development efforts in Afghanistan. It allows capturing and analysing key information of all projects in Afghanistan funded by the German government.

The commitment of the German government to rebuild and develop Afghanistan is accompanied by a public debate on the impact of the efforts. The discussion centres on the objectives of the interventions, the achievements, and the sensible use of the funds.

To dully provide respective information to the parliament and the public, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH commissioned on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) this innovative tracking system.

The system covers all rebuilding and development contributions of the German government since 2009, comprising next to the efforts of the BMZ, contributions of other federal departments such as the Foreign Office, the Ministry of the Interior, the Ministry of Defence and the Ministry of Food, Agriculture and Consumer Protection, and thus contributes to the reporting efforts of the German government.

Based on the formulated requirements for the tracking system for Afghanistan, mbi GmbH designed and developed a suitable software solution. The web-based database application allows a decentralized data entry by the implementing bodies via internet.

The captured data of the projects (master data, outputs and outcomes), can subsequently be analysed across projects, organisations and departments.

The tracking system was successfully launched in December 2010. An expanded version with additional functions went online in April 2011.

In 2012 and 2013 a graphic geo-data analysis and an Excel-interface were integrated amongst other things.

The tracking system now allows a continuous, systematic and synchronised compilation and analysis of the data.
