The Setting
As a public institution the Bundesanzeiger Verlagsgesellschaft mbH (federal publishing house) issues a newspaper informing about official announcements of the legislation. This newspaper is one of the most important and certainly the most ample official means of publication.
One of the sections of the Bundesanzeiger deals with the publication of bankruptcies, and initiated procedures on insolvencies. There are up to 600 entries a day in this section.
The Task
In consideration of new legislation, the Bundesanzeiger Verlagsgesellschaft mbH decided not only to publish the insolvencies in printed form as in the past, but also electronically via the internet. The task was to develop a database supported internet platform to automate not only the internal work flow, but also the submitting and publication of insolvency cases as official announcements.
The Solution
In a first step, in close collaboration with the responsible staff at the publishing house, a concept was elaborated, which matched the complex requirements.
Based on this concept, the internet platform was developed and implemented. To capture the data an intelligent tool was devised, which extracts the relevant data from provided text files and generates XML data sets. The XML data then feeds into a MS SQL-Server database. The whole procedure is managed by a developed Visual Basic application. There is a uniform interface tying together the different modules of the application, which is integrated into a client-server architecture.
The publication in the internet is automated using XML.
