The Setting
Since existence of the Federal Republic of Germany, the Bundesanzeiger Verlagsgesellschaft mbH (federal publishing house) issues official announcements and legal decrees.
The section on "court and other announcements" holds, among others, announcements on joint-stock companies and limited liability companies.
The Task
The change of the legislation on joint-stock companies through the transparency and publicity act required the internet publication of the mentioned announcements, starting on January 1, 2003. The Bundesanzeiger had thus to offer an internet-based database platform, which could manage the internal work flow within the publishing house as well as the digital reception and electronic publication of the announcements.
The Solution
In close collaboration with the responsible staff at the publishing house, a concept for the task at hand was worked out. Subsequently, the core system to manage the internal workflow within the Bundesanzeiger was programmed by mbi and implemented.
Via a web-form the clients are registered and the announcement is uploaded as a WORD or RTF file. The file is automatically retrieved from the web server and stored in a database on the MS SQL-Server. A Microsoft .NET 3.5 application, which also manages the internal workflow, converts the text file into a complex XML structure.
The announcement is then posted automatically as a XML document on the internet. The implemented internet platform simplifies the transmission process for the advertiser / commissioner reducing administrative work and publishing fees compared to the paper-based procedures.
